Are you sure every team is allotted 3 non EU spots? I'm 99% certain just like in Football Manager you are only allowed 1 non EU. This is why we struggled to get Carrizo two seasons ago b/c our Non EU spot was already filled by Muslera, yet it seemed that J.P had a EU passport.
Also Pandev is from Macedonia, thus I believe he doesn't count against the NON-EU spot.
Up until now we had a non EU spot open b/c J.P is on loan @ Zaragoza. This was why we could only get Ederson on loan for now until we offload Carrizo again.

Makinwa is non-eu that is why Lotito wanted to sell him so bad. Pandev is a non-eu. Believe it or not Non-eu include countries that are outside European Union (Israel, Macedonia, Turkey..)
I'll try to research more on this topic coz to be honest I'm confused too.

Jofo son... what?  That makes no little sense at all. Infact, you could say that I think it's wrong. Non Eu equals... Non Eu!  non Eu does not just mean non europe, it means Non EU countries. Btw I thought the rule is that a player of any nationality can take up citizenship of the country they are in (and hence rid themselves of Non EU nationality) if they have lived there for 5 years. Like in Spain Messi does not count as a Non Eu slot because he has been there since 16. Likewise Makinwa has been in Italy forever (and not a second short enough either) Golasa would have to reside in an EU country for 5 years before being able to play for Lazio... unless, of course, we give away one of our slots for him. I think that explains some of it. I think.

So who are our non EU players? Makinwa has been in Italy for ten years so he should have an Italian citizenship, so the ones I can come up with are Muslera and then the new guys, Baretto, Dias and Golasa. The others have been in an European country for over 5 years or have European heritage. Kolarov maybe?

The UEFA CL is a European club football competition. Just because a country in Europe is not in the European Union doesn't mean it isn't European. You follow?  @ LG I'm trying to work it out myself - I'm pretty certain that 3 is the amount allowed per team. Barretto is almost certainly one, and I'd have to say Muslera is the 2nd. Your probably right with Kolarov being the third.

Its a complex subject, and I tried looking on Uefa's website to find a solid explanation but to no avail. Zanetti and Eto'o have EU passports, likely because of their high years of residence in a particular country. Zanetti has an Italian one, Eto'o a Spanish one. Diego Milito also has an Italian one. Interestingly Fernando Muslera appears to have an EU passport, Italian, according to this database website http://www.footballdatabase.com/index.php?page=player&Id=7997&pn=N%C3%A9stor_Fernando_Muslera_Micol. Its certainly not down to residence as he has only been here since ther 2007-2008 season, and is likely down to some obscure relative within his family that came from Italy. This was the case with Seba Veron when he was in a Lazio shirt, but there were problems with the validity of that one and an investigation of it as well. God knows if this explains any of it really.
